Regular City Council Meeting Minutes
City of Porter
December 4, 2023 6:30 p.m.
The meeting was called to order by Mayor Donald Verschelde.
Council members present were Kim Jelen, Donald Verschelde, Pat Vlaminck, and Josh Sumption.
Also, present was Ken Hennen, Dennis Hoffman, Lawrence Peterson and Charlie Anderson.
Mayor Donald Verschelde called for the reading of the minutes of the November 6, 2023, Regular City Council meeting. The Regular Minutes were approved as read in a motion by Pat Vlaminck, seconded by Josh Sumption. All were in favor with none opposed, and the motion was carried.

Dennis Hoffman inquired into why the actual billing for city water is above the estimates. The city will look into the estimated months on the water billing. The city has a 2,000 minimum then $3.50/thousand gallons over the minimum.

Lawrence reported that they are looking at raising the retirement amount. Presented the proposal to the city. Currently at $1,750 and they are asking to raise to $2,100 or $2,200. There is not an additional monetary amount involved to achieve this.
A motion was made by Kim Jelen, seconded by Josh Sumption, to raise the Fire Department’s PERA amount up to $2,200 per year of service. All were in favor with none opposed, and the motion was carried.
A motion was made by Pat Vlaminck, seconded by Josh Sumption to approve the Lincoln Pipestone Rural Water rate increase of $0.25/1,000 gallons effective on 7/1/2024. All were in favor with none opposed, and the motion was carried.
Dump ground was burned.
Resolution 12.04.2023
BE IT RESOLVED by the City Council of the City of Porter, in the County of Yellow Medicine and the state of Minnesota that the following sums of money are levied for the current year collectible in 2024 upon taxable property within the City:
Final Levy: $81,354.00
A motion was made by Josh Sumption, seconded by Pat Vlaminck, to approve Resolution 12.04.2023. All were in favor with none opposed, and the resolution was passed.

A motion was made by Pat Vlaminck, seconded by Josh Sumption to increase our Fire Call rate to $1,000 per call. All were in favor with none opposed, and the motion was passed.

ADM gave a $10,000 grant to the Porter Fire Department for turnout gear.

A motion was made by Josh Sumption, seconded Pat Vlaminck, to pay the bills as read. All were in favor with none opposed, and the motion was carried.
A motion was made by Pat Vlaminck, seconded by Kim Jelen, to adjourn the meeting. All were in favor with none opposed, and the motion was carried.
