Regular City Council Meeting Minutes
2011, 6:30 p.m.
Mayor Donald Verschelde called the regular city council meeting to order.
Council members present were Kim Jelen, Judy Verschelde, Donald Verschelde,
Josh Sumption, Darlene Moeller, and Pat Vlaminck.
Also present was Paul Olson with DSI.
Mayor Donald Verschelde called for the reading of the minutes of the October
3, 2011 Regular City Council meeting.
Minutes were approved as read in a motion by Pat Vlaminck, seconded
by Darlene Moeller. All were in favor with none opposed, and the motion was
Paul Olson gave an update on the grant status.
Local Grant Application Resolution
BE IT RESOLVED that the City of Canby, Minnesota, act as the legal sponsor
for the project contained in the FY 2012 Small Cities Development Grant
Short Form Application to be submitted on or before 11/17/11, & that the
Mayor of Canby & the Canby City Clerk are hereby authorized to apply to the
Department of Employment & Economic Development for funding of this project
on behalf of the City of Canby & the City of Porter.
BE IT FURTHER RESOLVED that the City of Porter has the legal authority to
apply for financial assistance, and the institutional, managerial, &
financial capability to ensure adequate construction, operation, maintenance
& replacement of the proposed project for its design life.
BE IT FURTHER RESOLVED that the City of Porter has not violated any Federal,
State, or local laws pertaining to fraud, bribery, graft, kickbacks,
collusion, conflict of interest, or other unlawful or corrupt practice.
BE IT FURTHER RESOLVED that upon approval of its application by the State,
the City of Canby may enter into an agreement with the State of Minnesota
for the approved project on behalf of the City of Canby & the City of
Porter, and that the City of Porter certifies that it will comply with all
applicable laws & regulations as stated in all contract agreements.
NOW, THEREFORE, BE IT RESOLVED that the Mayor of Canby & the Canby City
Clerk, or their successors in office, are hereby authorized to execute such
agreements, and amendments thereto, as are necessary to implement the
project on behalf of the City of Canby & the City of Porter.
I CERTIFY THAT Josh Sumption made the above resolution and it was seconded
by Pat Vlaminck, and adopted by the City Council of the City of Porter,
Minnesota, on November 7, 2011.
Resolution Committing Local Funds to Small Cities Development Grant
WHEREAS, the City of Porter wishes to apply for a FY 2012 Small Cities
Development Grant in partnership with the City of Canby; and,
WHEREAS, the City of Porter wishes to commit local funds currently held in a
revolving fund towards the proposed Small Cities Development Grant;
NOW THEREFORE BE IT RESOLVED, in a motion by Pat Vlaminck & seconded by
Darlene Moeller, that the City of Porter commits funds, not currently
allocated to other projects, to the Small Cities Development Grant.
ADOPTED by the Porter City Council this 7th day of November,
616,000 gallons of water were used.
Darlene Moeller made a motion to pay the bills as read.
Josh Sumption seconded the motion.
All were in favor with none opposed, and the motion was carried.
