Regular City Council Meeting Minutes

City of Porter

Monday, June 6, 2011, 6:30 p.m.

 

Mayor Donald Verschelde called the regular city council meeting to order.

Council members present were Eric Dybsetter, Kim Jelen, Darlene Moeller, Judy Verschelde, Donald Verschelde and Pat Vlaminck.

Also present were Larry Stoks, Mary Wente and Josh Sumption.

Mayor Donald Verschelde called for the reading of the minutes of the May 2nd, 2011 Regular City Council meeting, and the April 23rd, 2011 TIF hearing. Minutes were approved as read in a motion by Pat Vlaminck, seconded by Kim Jelen. All were in favor with none opposed, and the motion was carried.

The city owns a small parcel of land to the north of the Cut Loose Lounge and the antique shop owned by Lenny and Donna Stone. Lenny Stone has approached the council about the possibility of buying the land for access to his property. Mary Wente approached the council with concern about access to her property if another private party owned the parcel. The council decided that the city will maintain ownership of the parcel, but will allow nearby landowners to use it for property access as necessary.

Pat Vlaminck made a motion to waive the monetary limits on municipal tort liability established by Minnesota Statutes 466.04. Kim Jelen seconded the motion. All were in favor with none apposed, and the motion was carried.

Eric Dybsetter submitted his resignation of his position as clerk of the Porter City Council, due to his moving outside of the city limits.

Pat Vlaminck made a motion to accept Eric Dybsetter’s resignation. The motion was seconded by Kim Jelen. All were in favor with none opposed, and the motion was carried.

Pat Vlaminck made a motion to appoint Kim Jelen interim clerk. Darlene Moeller seconded the motion, and the motion was carried.

Pat Vlaminck made a motion to appoint Josh Sumption to the city council, filling the vacancy left by Kim Jelen. Darlene Moeller seconded the motion, and the motion was carried.

Repair of the city dikes along the North Branch of the Yellow Medicine River was discussed. It has been learned that FEMA will not help with dike repairs if the dike was originally constructed in cooperation with the Army Corp of Engineers. The council will research the origins of the dike to decide how to proceed.

Nancy Bormann presented the council with a financial report from 2010, and discussed the report with eh council.

Darlene Moeller made a motion to accept the 2010 financial report as presented by Nancy Bormann. Pat Vlaminck seconded the motion, and the motion was carried.

Larry Stoks reported on the Water and Sewer Department. 516,000 gallons of water were used in May. The Pollution Control Agency will be inspecting facilities within the next month.

Darlene Moeller made a motion to pay the bills as read by Judy Verschelde. Pat Vlaminck seconded the motion. All were in favor with none opposed, and the motion was carried.

A motion was made by Pat Vlaminck, seconded by Kim Jelen, to adjourn the meeting. All were in favor with none opposed and the motion was carried.
