Regular City Council Meeting Minutes

City of Porter

Monday, December 6, 2010, 6:30 p.m.

 

Mayor Donald Verschelde called the regular city council meeting to order.

 

Council members present were Eric Dybsetter, Kim Jelen, Darlene Moeller, Donald Verschelde, Judy Verschelde, and Pat Vlaminck.

 

Also present were Larry Stoks, Mary Wente, and Tom Noyes.

 

Mayor Donald Verschelde called for the reading of the minutes of the November 1, 2010 Regular City Council meeting.  Minutes were approved as read in a motion by Pat Vlaminck, seconded by Kim Jelen. All were in favor with none opposed, and the motion was carried.

 

Mary Wente donated $300 to the city from the sale of aluminum cans.

 

The Southwest Initiative Foundation has written to the city requesting funding for 2011.  It was discussed that the Foundation does good work in the area, but city funds can be better used elsewhere.  The council decided to not donate to the Southwest Initiative Foundation.

 

Resolution 06 - 2010

 

BE IT RESOLVED by the City Council of the City of Porter, in the County of Yellow Medicine and the state of Minnesota that the following sums of money are to be levied for the current year collectible in 2011 upon taxable property within the City:

 

LEVY:              $43,649.69

BUDGET:       $109,672.19

 

A motion was made by Kim Jelen, seconded by Darlene Moeller, to approve Resolution 06-2010.  All were in favor with none opposed, and the motion was carried.

 

Eric Dybsetter reported that the Canby Jaycees are interested in hosting a dodge ball tournament as a fund raiser, and would like to know if the Porter Hall could be used for such an event.   The idea was viewed as a possibility, and the council directed Eric to refer the Jaycees to Dan and Judy Verschelde as managers of the facility.

 

Tom Noyes asked the council if a building permit is required to re-roof a single-family residence with steel roofing material.  The council was not sure, but will check and find the answer.

 

Mary Wente applied for an on-sale Sunday liquor license, as the ballot question to allow Sunday liquor sales was approved by voters on November 2, 2010.

 

Pat Vlaminck made a motion to approve a Sunday on-sale liquor license for the Cut Loose Lounge, contingent upon the Cut Loose Lounge following all applicable state statutes.  The license will be valid from October 1 of each year through September 30 of the following year.  The fee for a partial year license from December of 2010 through September of 2011 will be $83.33.   Kim Jelen seconded the motion.  All were in favor with none opposed and the motion was carried.

 

Eric Dybsetter will create a license and deliver it to Mary at the Cut Loose upon receipt of the license fee.

 

The Town and Country Club has asked the city if the city’s liability insurance covers the annual market day sale, as the Town and Country Club does not carry insurance on the event.   The city recommended the Town and Country Club purchase an insurance policy for the event.  Discussion followed on whether the city should require event organizers to provide proof of liability insurance.  The issue was tabled.

 

Judy Verschelde will be meeting with the city’s provider of workman’s compensation insurance on Wednesday, December 8, 2010.  Eric Dybsetter will make copies of all current fire contracts for the meeting.

 

Larry Stoks reported on the Water and Sewer Department.  326,000 gallons of water were used in November.  Larry will be doing some required training in the coming months.

 

The city has been issued a new 5 year waste water permit, which required 10 additional test results be recorded for each water sample taken.  Larry will check on the cost of these additional tests, and check with the state to see if small communities can be exempted.

 

Pat Vlaminck made a motion to approve the new waste water permit with the State of Minnesota.  Kim Jelen seconded the motion.  All were in favor with none opposed and the motion was carried.

 

Pat Vlaminck made a motion to pay Nona Verschelde $100.00 for delivering water samples to the test lab in Marshall for the past year.  Darlene Moeller seconded the motion, and the motion was carried.  

 

Darlene Moeller made a motion to pay the bills as read by Judy Verschelde.  Kim Jelen seconded the motion.  All were in favor with none opposed, and the motion was carried.

 

A motion was made by Darlene Moeller, seconded by Kim Jelen, to adjourn the meeting.  All were in favor with none opposed, and the motion was carried.
