Regular City Council Meeting Minutes

City of Porter

Monday, June 7, 2010, 6:30 p.m.

 

Mayor Donald Verschelde called the regular city council meeting to order.

 

Council members present were Eric Dybsetter, Kim Jelen, Darlene Moeller, Donald Verschelde, Judy Verschelde, and Pat Vlaminck

 

Nancy Bormann, CPA, and Larry Stoks were also present.

 

Mayor Donald Verschelde called for the reading of the minutes of the May 03, 2010 City Council meeting.  Minutes were approved as read in a motion by Pat Vlaminck, seconded by Kim Jelen. All were in favor with none opposed, and the motion was carried.

 

Nancy Bormann presented the council with the 2009 financial report and explained the report to all present.

 

The condition of city streets was discussed.  The intersection of Maple Street and Sunrise Avenue will be patched with cold-mix asphalt.  Brook Avenue North near Porter Trucking will be left to stabilize before deciding how to proceed.  A decision on seal-coating the side streets will be tabled for a future meeting.

 

Eric Dybsetter made a motion for the City of Porter to not waive liability limits, for insurance purposes.  Kim Jelen seconded the motion.  All were in favor with none opposed, and the motion was carried.

 

Darlene Moeller made a motion to donate $100.00 to the Yellow Medicine County Fair Board.  Kim Jelen seconded the motion.  All were in favor with none opposed, and the motion was carried.

 

A grant of $3000.00 was approved for installation of an automatic handicap accessible walk door for the city hall.

 

Complaints have been received about damage to the bases of trees at the city park, due to excessive mowing speed.  The issue will be discussed with Serenity Gardens.

 

Possible junk violations by Porter Trucking Service, Inc. were discussed.  Eric will send out a warning letter.

 

The elevator expansion project was discussed.  The Porter Elevator has asked if the city would consider extending Oak Street to the west to facilitate truck flow from the new dump pit.  The issue was tabled.

 

431,000 gallons of water were used in May.  Consumer Confidence reports for water are completed.  The ponds have been discharged and tested.  There is a rusted fitting and pipe on the discharge end of one of the lift station pumps.  Repairs will be needed.

 

Darlene Moeller made a motion to pay the bills as read by Judy Verschelde.  Pat Vlaminck seconded the motion.  All were in favor with none opposed, and the motion was carried.

 

A motion was made by Darlene Moeller, seconded by Pat Vlaminck, to adjourn the meeting.  All were in favor with none opposed, and the motion was carried.
