Regular City Council Meeting Minutes

City of Porter

Monday, May 3, 2010, 6:30 p.m.

 

Mayor Donald Verschelde called the regular city council meeting to order.

 

Council members present were Eric Dybsetter, Kim Jelen, Donald Verschelde, Judy Verschelde, and Pat Vlaminck.

 

Jim Jullian from DSI was also present.

 

Mayor Donald Verschelde called for the reading of the minutes of the April 5, 2010 City Council meeting.  Minutes were approved as read in a motion by Kim Jelen, seconded by Pat Vlaminck. All were in favor with none opposed, and the motion was carried.

 

The condition of city streets was discussed.  Several areas are in need of repair, including Brook Avenue North near Porter Trucking, and the intersection of Maple Street and Sunrise Avenue.  The street condition will be discussed with Larry Stoks.

 

Leona Noyes has offered to provide some patriotic decorations for the hall, for use during the Memorial Day service.  Judy Verschelde will discuss options with Leona.

 

Jim Jullian from DSI reported on the Small Cities Rural Development grant that has been awarded to Canby and Porter.  DSI will be hosting meetings to explain the procedure for those formally applying for grants.

 

Eric Dybsetter will check on procedure and wording for adding a ballot measure to allow Sunday liquor sales in Porter.  Eric will also check on election judges.

 

The flag at Schoneman Memorial Park was discussed.  A larger flag will be ordered when the current flag is retired.

 

The council has received complaints about dogs in Porter not being leashed.  Porter residents are reminded of the ordinance regarding dogs and cats:

 

§ 91.02  DOGS AND CATS.

 

(A)       Running at large prohibited.  It shall be unlawful for the dog or cat of any person who owns, harbors, or keeps a dog or cat, to run at large.  A person, who owns, harbors, or keeps a dog or cat which runs at large shall be guilty of a misdemeanor.  Dogs or cats on a leash and accompanied by a responsible person or accompanied by and under the control and direction of a responsible person, so as to be effectively restrained by command as by leash, shall be permitted in streets or on public land unless the city has posted an area with signs reading “Dogs or Cats Prohibited.”

Eric Dybsetter made a motion to approve a building permit for an addition to Kim Jelen’s residence at 306 Sunrise Avenue North.  Pat Vlaminck seconded the motion.  All were in favor with none opposed, and the motion was carried.

 

Resolution 02-2010

 

BE IT RESOLVED that the Porter City Council authorizes the Porter Fireman’s Relief Association to have bar bingo at the Porter City Hall on June 5, 2010 during the Porter Fire Department pork chop feed fundraiser.

 

A motion was made by Kim Jelen to approve Resolution 02-2010.  Pat Vlaminck seconded the motion.  All were in favor with none opposed, and the motion was carried.

 

461,000 gallons of water were used in April.

 

Kim Jelen made a motion to pay the bills as read by Judy Verschelde.  Pat Vlaminck seconded the motion.  All were in favor with none opposed, and the motion was carried.

 

A motion was made by Kim Jelen, seconded by Pat Vlaminck, to adjourn the meeting.  All were in favor with none opposed, and the motion was carried.
