Regular City Council Meeting Minutes

City of Porter

Monday, July 6, 2009, 6:30 p.m.

 

Mayor Donald Verschelde called the regular city council meeting to order.

 

Council members present were Eric Dybsetter, Kim Jelen, Donald Verschelde, Judy Verschelde, and Pat Vlaminck.

 

Also present was Larry Stoks.

 

Mayor Donald Verschelde called for the reading of the minutes of the June 1, 2009 City Council meeting.  Minutes were approved as read in a motion by Pat Vlaminck, seconded by Kim Jelen. All were in favor with none opposed, and the motion was carried.

 

Bids for the fire hall expansion project were discussed.  Kim Jelen made a motion to award the bid for construction, labor, concrete, and building supplies to Dulas Construction for a total price of $131,725.00, to award the bid for plumbing to Anhault Plumbing and Heating for a total price of $13,930.00, and to award the bid for electrical to Vlaminck Electric for a total price of $10,583.00.  Pat Vlaminck seconded the motion.  All were in favor with none opposed, and the motion was carried.

 

Pat Vlaminck made a motion to approve a change order on the plumbing portion of the fire hall expansion project.  The change order adds a curb-stop outside the building for an added cost of $1,400.00.  Kim Jelen seconded the motion.  All were in favor with none opposed, and the motion was carried.

 

Mowing of the cityís rough property, such as the shelter belts, was discussed.  It was noted that the cityís old mower needs a new battery.  Pat will procure one from Spudís One Stop.

 

Removal of the former Co-Op Oil storage building was discussed.  Tom Noyes has given a tentative bid of $2,500.00 for demolition.  The fire department will look into burning it as a drill.

 

Larry Stoks reported on the city water system.  595,000 gallons were used in June.  Lincoln Pipestone Rural Water is raising rates as of July 1.  As was discussed at the January regular council meeting, the city will raise its rates to cover our costs, effective on the 3rd quarter bill.  The DNR is also implementing some new fees.  Results of the bacterial tests and pond sample tests were good.  Dakota Pump has worked on the lift station but the hour meters are currently not working properly.  Larry will have Dakota Pump fix the problem.  Larry is working on a phosphorus management plan for the city.

 

Through Pat Vlaminck, the Harvest Festival Committee is requesting a light be added to the backstop at the softball diamond.  The committee will pay all expenses related to installation.  The council authorized the installation of the light.

 

The wood chips under playground equipment at the park were discussed.  The council will investigate if some smaller chips need to be added on top for safety.

 

Kim Jelen made a motion to pay the bills as read by Judy Verschelde.  Pat Vlaminck seconded the motion.  All were in favor with none opposed, and the motion was carried.

 

A motion was made by Pat Vlaminck, seconded by Kim Jelen, to adjourn the meeting.  All were in favor with none opposed, and the motion was carried.
